Russian Tortoise Question

I am unfamiliar with what is "normal" for a tortoise.  My husband got him for our son, I just take care of him.  Today I noticed one of his scales on his face looks like it is coming off.  Is this normal?  What would cause this?

Tortoises shed in flakes. They also get kind of dry skin if the environment is too dry (most of our houses get pretty dry in the fall and winter.)

Try some warm soaks and see if you can find a way to boost the humidity in its pen (making sure the temps are stil good.)
