can i paint her nails safely?how long should her nails be?one more what does it mean when shell is white around head and arms?

You can not paint her nails because it will absorb into her system.  Box turtles are great but they do not appreciate nor understand the painting of nails shells etc..  Their body is always making more shell and nails and this can cause her difficulties. Nail polish is not a safe thing for her.
