I'm thinking about using papertowel as substrate for frank my leopard gecko. How many layers of papertowel should I use in my
10 gallon aquarium? and is it dangerous to use with a heating pad?
Also how do I make him feel more at home?

Just one or two layers is fine.  Change it a couple of times per week, or when it looks dirty. :)

Undertank heat pads must always be controlled using a thermostat or a rheostat.  As they age, they can output increasing levels of heat, so it's not safe to use them simply plugged into a wall, no matter what substrate you use.  Use a thermometer with a remote probe to keep track of the temperature of the cage floor over the heat pad, and adjust the controller so that it is 90F.  I don't recommend a stick-on heat pad, as they are a bit of a waste...when Frank grows up, he'll need a 20 gallon long sized tank, and if the pad is stuck on, you cannot remove it and transfer it to the new cage.

Making him feel more at home:  Be sure he has a dry hide over the heat, and a moist hide on the cooler side.  Low, sturdy climbing branches that cannot be tipped will also be good.  Cholla cactus skeleton is usually loved, but you may not be able to get him out once he goes in there, lol.

Be sure to give him a week without handling to get used to things, when you move him to a new enclosure.

By the way, Frank's lifespan is about 30 years. :)
