Puffy Face

I have 2 slider turtles, both males, 1 of them has cheeks real puffy, looks horrible,other is regular, he's not eating i don't think or sunning anymore?? any suggestions?

The only advice at this point that i
I can give you is to contact a vet

The symptoms of the one sound like an antibiotic might be called for and the other one needs to be looked at if it is lethargic and not eating
