My rabbit is about 3 years old. She has very large swollen glands, which hang below her neck (at least I think that is what they are). This seems to come and go, but had only started happening over last few weeks. I'm not sure if this is normal or if I should be concerned? Please can you help.

They are likely dewlaps.

Here are some pictures of french lops with dewlaps. The dewlap is the roll of skin under the chin:

If it looks like those, that is perfectly normal. Most female rabbits get them eventually. It is just a place to store a little extra fat for when they have babies.

If they are round and hard to the touch, then she might have abscesses. If you do not think that they are dewlaps, please let me know so I can help you out with the problem (or better yet, get her to a rabbit vet). Anything but a dewlap around the neck is not normal, and needs to be treated.
