I have an eleven month old, unspayed female pbp. She will not quit peeing in her pool and, on occasion, poops in it. I'm at a loss on what this means, or if she is trying to tell us something?

I believe that spayed pigs are much better pets, unspayed females suffer from "piggy PMS" mood swings and territorial behaviors (including "marking" places with urine). Older unspayed females often develop uterine tumors, some have weighted as much as 40 lb!
But, spaying will not affect this pool problem. What your pig is doing is completely natural, although humans find it distasteful. Pigs in the wild are prey animals, hunted by predators. If a predator finds fresh pig pee or poop, they know a pig is nearby. But if the pig pees and poops in water, the predator won't know the pig was there. It's a defensive behavior designed to "cover their tracks".
The problem is, your pig is a pet, not prey. Wetting her feet and legs before she gets into the pool might trigger this behavior and let her "do her thing" before entering the pool.
Another option is to teach her to "Go Potty" on command. Eleven months is not too old to start. Take her outside to potty, and tell her "Go potty". When she pees, she gets praise or maybe even a small treat. Stay with her and tell her "Potty number 2" or "Go again", or something (make it different from just plain "Go potty"), and when she poops, another treat. Then, before letting her in the pool, have her go potty. She'll be (mostly) empty when it's time for swimming, but she may "assume the position" out of instinct.
Another benefit of teaching the "Go potty" command is that riding in a car will trigger the potty urges in some pigs. Something about the motions and vibrations just make them need to go! Teaching the pig to potty on command makes car rides more comfortable for the pig and the human.
