QUESTION: My neighbor has a 6 mo old pbp who has become aggressive. She will run up to a known person jump on their legs and nip. We have tried snapping her nose telling her NO, and ignoring her.  Problem is there is a baby coming in Oct and we would like to train this behavior out of her before then.  I have past experience with dog training.

Has your female piglet been spayed?
If not she is probably coming into her heat cycle. They will have PMS just like humans and become aggressive.
Another possibility is that she is cutting teeth.  She will cut several sets of teeth in her younger years.  This can cause her discomfort and she may be acting out due to this.

QUESTION: No, she has not been spayed. Not sure about the cutting of teeth.  What about the pig and the  upcoming newborn?

I can't answer that question.  I have no way of knowing if she is spayed and will have better behavior after she is spayed or if she is cutting or both.
I suggest they take her to a vet and have both ends checked out.
No newborn should be left unattended with any animal especially one that has shown aggression for no reason.
