Snowy was good talker fell from perch 4 times
seems disoriented he lost his voice dose not even sing anymore seems like he has lost his memory

Hi Pat, I can not possibly tell you what is going on woth your bird with so little information. The best thing I can tell you that is with any signs of abnormal behavior, especially when it is as drastic as this, you need to get your bird to a certified avian vet right away. This could be caused by age, tumors (which budgies are prone to) or a bacterial infection.

Just make some calls and find a vet who is a certified avian vet or at least is very familiar with birds and get you bird there as quickly as possible.
