There is no set age.  It just depends on the individual bird. Some birds never talk....there are no guarantees when it comes to birds.  Birds don't actually talk, they mimic sounds they hear.  Some birds pick up/say words/phrases they hear only one time.  With other birds, repetition is key to teaching them words/phrases.  Most birds have the ability to talk, but some do, some don't.  Some females in bird species don't mimic either.  Some start showing signs of mimicing at a very young age, some are years old before they start showing signs of mimicing, some never mimic.
