the thing is that my bird gets up on my finger easily when out the cage and follows me around and when it feels unsafe it comes to me yet does not trust me?

I might have assumed your bird was not tame and did not trust you, because in your first question you stated: "when i take my budgie out of the cage it gets on my finger after having a hard time geting it out and for no reason after about five or ten seconds it starts biting the finger it is siting on."

This gave me the impression that your bird didn't like coming to your hand or being on you. Does your bird avoid you when in her cage? (And only come to you when away from her cage?

It could be that she feels more secure in her cage than on you. But, when she can't be in her cage and is in a strange area (like a different bedroom or something), you are familiar to her and make her feel more secure. Birds are prey animals, so they go out of their way to try and feel safe and protected. And this isn't always done in the same way. It will vary in different situations.
