Question
We live in Thailand our macaw has a lot of attention and freedom,We had just enough feathers taken of his wings to let him flutter around, But he has taken most of the flight feathers off one wing and has now started on his chest, We have the room to let him walk around with us and our cats and dogs, and he is only shut in when we go out. he has toys, plenty of fruit and veg. Half a tree to sit up and wreck. We are the type on people who talk to all our animals, so I cant say he is neglected. He is slill very young, and adores my Alan. What are we doing wrong. He wont eat pellet food. Looking forward to your help. Ann

After reading through your question it seems a nearly perfect macaw world there.  Good job!
 Then we come to the "...won't eat pellet food" and the answer could be right there.  A largely seed diet can cause all sorts of illnesses that may result in feather plucking.
 There are also many parasite disorders that may cause this.

The first step is having a good vet evaluation.  Even if you don't have a specifically avian vet nearby, many other regular vets are sometimes very experienced and astute with parrots.  

You can contact breeders or rescuers and ask who they use, just in case you don't already have a qualified medical caregiver.
