I dont know if he likes it

I have a black russian dwarf hamster and he does not like his wheel...
I thought every hamster likes exercise wheels but he won't get on it for anything. I tried getting him in a cup and putting him on it but he just gets right off. I've even tried putting treats on it like shaved carrots and things like that but he gets it and climbs right off and I stay up late probably around until 2:00 at the latest and even at night when he has a bunch of energy he won't get on it!
I don't know if he just doesn't like it or there's something wrong with the wheel somehow?
But please help with this problem

My hamster used his wheel the first month I bought him and he doesn't use it anymore unless to pee on it. Some hamsters are truly lazy. Mine has plenty of treats and food and water but he refuses to use the wheel. The one thing he does use his run-a-bout ball that I put him in and place on the floor. He goes around the whole house in the ball. I leave him in there for about 20-30min once a week to give him exercise. Him not going on the wheel is something that some hamsters do, he will probably just gain a lot of weight.
