Most apartment complexes list dogs and cats in their pet policies. Are ferrets typically considered caged animals, and therefore would be under the same rules as having a hamster, snake, or fish?

Each apartment complex is different. Most are not open to the idea of ferrets, they are still wrongly considered to be wild or untamed. And since they are not caged animals, that is, they need ample time outside of their cage to run around and get exercise, that argument would not work. Your best bet is to ask them if ferrets would be allowed or not and explain to the landlord what good apartment pets they are (they can be litter trained, they are quiet, low maintenance, and not destructive like some people think).
