socialization of a puggle pup

I have a 1 and a half year old female puggle puppy that I rescued at the age of 1 year. She was mistreated in that she was left in her cage 100% of the time dispite the need to go to the washroom, and the need to play and walk around. We have now had problems with her that she goes crazy with other dogs. Crazy to a point that when walking past other dogs she gags herself by pulling and barking so much. We have another dog that she is totally fine with and was fine with from the first time she came home with us. But neighbourhood dogs are another story. How or what should we be doing to correct the behaviour and make it so that she doesn't go crazy when other dogs are outside or walk by her?

This is not an issue that I can fairly help you with via the internet.  There are many variables to behavior like this, and without being able to see the dog and the actions I would be lax in offering you just any technique.  I recommend you find a good trainer/behaviorist in your area to have this dog evaluated.
