Dog pees when they know theyve done something they shouldnt have...

Hi there,
I am looking for help on how to get my 1 year old Shih tzu to stop peeing when she knows she's done something wrong.
Our main issue with her is her house training. We thought we had it, but now she has decided to use our deck as her pooping area.  Even if we go to it to clean it up and say "no" to her she pees, this winter she will be back inside, and we can't have her peeing everytime we say "no" to her. What can we do to get her to stop peeing?!?!? We can't have pee on our floors, with our son just learning how to crawl and getting into that mess!
Please Help!!

It is submissive urination.  A dog will do this to another higher-ranking dog to signify submission, it is also fearful, but they are just trying to show they are not a threat to you and are submissive.  She is not secure in her pack order.  Her confidence needs to be built up.  I would suggest going through a whole obedience course and having a trainer help you in person.  Try not to verbally correct her for now, and use the crate for prevention if you have to.  When she is let outside, shoo her off the deck then praise her for going in the grass.  You can also find further reading online by Googling "submissive urination"
