What are the health and/or behavior draw backs with owning one of these adorable dogs?

I am assuming you mean a KING Charles Spaniel.
Very cute, very friendly. I am not well educated with them but I do know they are very prone to heart failure at a early age. Many of them by 5 years old. I know this is something that breeders have been working very hard to correct. I would be very careful when purchasing one. Look into the family tree before you buy.
