hi, my puppy scratches herself almost every 1 min interval. But there dun seem to be any rashes or fleas we could find. Is there any way we can minimize or stop her scratching?

Also, my puppy just had her 3rd vaccine few days ago, and we found that she has become very lethargic the past few days. She used to follow us everywhere we go, but now she will just wait at a spot till we return. Sometimes she also seem to be in a daze (i.e. not playing with us or her toys, just sitting quietly and staring into space). Is it due to the vaccine or is this part of her growing up?

There are plenty of reasons a puppy would scratch, but when it happens as often as you've described, you know there is something going on, and it shouldn't be ignored.  Not all parasites that cause itching are visible to the human eye!  For that reason, you need to have your puppy examined by your veterinarian.

Acting lethargic is not normal puppy behavior. I can't say if it's related to the vaccine or not (I'm not a doctor), but it's not normal behavior for your dog, so it's worth noting.
Anytime a dog or puppy has an adverse reaction to a vaccine, you should at least contact the vet and let him or her know. Between the reaction to her recent shot, and the constant itching, you need to call your vet. Be sure to let your vet know that the itching was going on before your puppy got the shot, so that it's not confused with a side effect of the vaccine (if that's the case.)
