Pees and Poops Upstairs ALWAYS!

Hi, my family just got a new puppy about 8 months ago.  He is potty trained, but we don't let him upstairs because he still chews on everything (like wires) and it would be too dangerous for him.  We have another dog that is 11 years old who is allowed everywhere in the house.  We always block our puppy from going upstairs but whenever he escapes and goes up there he always pees and poops (sometimes on our beds!)  Why is this?  and what can we do to stop the behavior, or he'll never get to go upstairs!

He may be claiming things.  The key to most behavior problems is approaching things using the dog's natural instincts. Dogs see all the people and dogs in the household as a pack with each having their own rank in the pack and a top dog. Life is much easier if the 2 legged pack members outrank the 4 legged ones. You can learn to play the role of top dog by reading some books or going to a good obedience class. A good obedience class or book is about you being top dog, not about rewarding standard commands with a treat.
