Approrpriate diet for Mixed breed

Question
QUESTION: I have adopted a mixed breed dog, who had been living on the streets for some time. He is estimated to be 2 to 3 years old and maybe a blend of Lhasa Apso and Cocker Spaniel. He is a wonderful dog with a few health issues. When I first received him he was missing hair and had scaly skin. I do believe he has sensitive skin. The Vet shaved him in order to heal his wounds and skin and he turned red in certain spots like razor burn. Now, he has done a complete turn around, his hair has grown back, no more scaly skin BUT he still scratches, chews at his paws, hot spots and gets ear infections. His coat is not as shiny as I would like. I am faithful in administering his thyroid medicine (Thyroxine), which he was prescribed for his thyroid.  As far as kibble, he has been on Natural Balance Limited Ingredient Duck and Potato. Someone told me the Potato could be contributing to the ear infections.   Here is my confusion. Is a grain-free diet best? Should his diet have some grain? How about Stella and Chewys freeze dried patties?  I am completely lost due to so many choices. One thing I know, he was on Evo, which is high protein, and it constipated him. I prefer something holistic that will ease his itching.

ANSWER: Hi Aleesha, This dog is sure lucky to have you!  Good for you Adopting!
What is his weight? Is he on any medications besides the Thyroid meds?
Wht are you using for bathing?
Yes, I have some help for you...
Just answer the questions and I will give you my thoughts.

QUESTION: His weight is 20 lbs. He was on prednisone but the vet figured as the weather got cooler I could wean him off. The prednisone reduced the itching but did not stop it. He isn't on any other medications. As far as bathing, I was using Kenic Oatmeal Shampoo.
