High maintenance Sheltie

Our female sheltie is 18 months old.  Scout has always acted stressed out with life in general--pacing in circles (always counter-clockwise) is her way of coping.  Almost like she's autistic.
Noises really bother her.  The usual "fireworks panic"--but also odd things like cracking hard-boiled eggs or crab shells, laughing, clapping--she goes nuts!  Sneezing makes her very aggressive--she's never bitten anyone, but gets right in your face and snarls.  Scares our visitors a bit!
She's been to obedience school, very socialized, walked daily.  She's affectionate and eager to please, but when she gets agitated--which happens frequently--she reverts to her frenzied circle trot.
I love her so much, it's distressing to see her so anxious and stressed most of the time.  I've wondered if a sedative wouldn't take "the edge" off of life for her, so she can relax and enjoy it a bit!
Any suggestions?

Hi Shawn,

You are asking a very tough question for me to answer.  Clearly, your Sheltie has issues.  However it is difficult to diagnose something like this when you show times of "normal" behavior and unpredictable times of being in "panic" mode.

Definitely seek advice from your vet about the following topics:
sedatives as you suggested
anti-depressants
blood-sugar levels and behavior

These may direct the thinking of your vet into looking at this problem from other angles.  I wish I had better information.
