QuestionI have a one-year-old blue toy poodle and her eyes are not a distinct color. They are kind of "milky" looking, although at the rims they appear to be a clear brown. When does the true eye color finish developing? Or are her eyes always going to be kind of "no color"?

Most Blue Poodles will have a dark colored eye due to the fact that the Blue color is so close to Black. Sometimes though a Blue colored Poodle will develop more of a Amber colored eye. From your description, it sounds as if your dog has cloudy eyes. This could be more of a medical issue rather than eye color. You might also have a Vet look at her eyes to see what they think. She could have cataracts or cloudy corneas, and cloudyness can also be a sign of glaucoma.
