Hi. I'm watching my friends' dog who has not prior history of incontinence, and
she's literally peeing all over the place. I looked over the last time and it was
pooling around her while she was laying down. My other dog seems fine. Just
annoyed that this other dog is here and taking away his attention.
What is the best way to treat a bladder problem? Does she need antibiotics? How
can I tell if this is a behavior thing or if I should take her to a vet?

It sounds like a UTI to me.  The only way to find out is to take her to the vet.  If the vet doesn't find anything, post back and I will try to help more.  

You might start giving her better leadership.  The key to most behavior problems is approaching things using the dog's natural instincts.  Dogs see all the people and dogs in the household as a pack with each having their own rank in the pack and a top dog.  Life is much easier if the 2 legged pack members outrank the 4 legged ones.  You can learn to play the role of top dog by reading some books or going to a good obedience class. A good obedience class or book is about you being top dog, not about rewarding standard commands with a treat.
