Barking, escaping, snappin and crating, Help me please!

Hi Carol!

We have 2 long legged jack russells, crystal and jasper.  Jasper is just over a 1, crystal is less than 6 mos.  crystal barks but not bad and jasper has been no problem until now.
We used to lock them in the bathroom with food water and toys while we were out but jasper escaped to outside and nearly bit someone.  So we began crating them.
Now 3 noise complaints and a hefty fine later I am pulling my hair out.
What do I do?
I do not like shock collars or muzzles, but they are both too good at escape and in the crates they bark all day long.  I can't quit my job.  How can I safely and humanely teach them not to bark?  The police want an immediate change, is that even possible?
Please help us!

So sorry you've been going through so much trouble!!
I am going to be completely honest here, and please don't take offense because I don't mean any, but it doesn't seem like the dogs are too happy. They NEED to be out, exercising and stimulated a lot.
Being locked in a bathroom while you work is no life for a dog, especially a Jack Russell.  The biting, barking and escaping is probably from sheer frustration. I hate to say it, but maybe they would be happier at a home where there was a person who could keep them more active and less frustrated.  I know you love them but sometimes because we love them, we do what's best for them, not us.
There really is no way to teach them not to bark, especially if you are not home during the day to teach or enforce it. So sorry :(
A cat would suit your situation much better. Take care now and best of luck.
