aggressive behavior

my shepard is going on 2 years old and he is very nice around us.(family of three),but when someone he doesnt know comes around he turns into a killing machine or so it seems.i cant take him anywhere where there is people,he goes crazy and there is NOTHING i can do to stop him,when i put him in the back yard he barks constantly,and charges the fence when a neighbor is in there back yard.i have small pets in the house and he is very nice around them,he is not a mean dog he just will not tolerate any one he does not know and has bitten 2 people and i dont know where to turn to,im afraid he will hurt someone,but dont want to give him up.i dont have tons of money to spend on trainers,can you give me any ideas?     thank you very much,jay

Best u rid of this dog to a family with no children or many people in it and that they can now afford a behavior specialists to correct it or put it down.
Once dogs become and are left go to this extreme it is nealy impossible to change the behavior.
This is why Shepherds get a bad rap from people not raising and training them properly for they are the most loving loyal dogs and are not dog agressive nor people only if left without proper training.
This dogs needs a good home or be put down.  Your going to have a huge law suit on you otherwise.
