Hi Nancy,  You can buy some over the counter medications that can be applied topically to relieve the itch, but the big thing is to keep the dog from aggravating them.  You need to find out what is causing them, either fleas, food allergies etc.  By correcting what is causing them, you can then get them under control.  Your vet can prescribe cortisone to help relieve the itch temporarily while you figure out what is causing them.  A triple antibiotic ointment applied to them also can help with infection.  Hope this helps,
