i have a 3 month old German shepherd puppy. he is everything the experts say about the German shepherd breed being bold loyal etc. but the problem is he is fearless he isn't scared of any grown dog no matter how big it is. just recently he tried dominating a grown bodercollie mix. even though the dog was showing him teeth and giving every warning possible, he just charged right in and tried to throw the dog of balance on the ground. same with people he would go crazy if he sees another person and would want to go up to them no matter what. but that can be solved if someone comes to my house cause i let him no right away that you can't go to them cause i am 100% in control at home whatever i say goes but on walks its a completely different thing when he is on leash. so i take him of leave cause when he sees another person he would want to go to them but i stop walking and will not budge until the person is out of sight and he won't go to that person until i come with him. on walks he won't go  further than 15 feet from me i don't know why its like he is a natural walking without leash and he is very good with the come command because if he is in the bushes  and i call him he comes right away no matter what he is doing and i know for i fact he thinks of me as his leader. so it confuses me when i see him act like that on a leash. i have no clue how to fix that ( and i haven't taken him to obedience classes he know how to sit, leave it and handshake which i taught him myself at home

He feels the need to protect you  more on leash. Somehow he has this in his mind, that when he's on lead he's 'working'. You're doing a great job, but you need to get this guy into obedience classes , at least for socialization. He must learn to realize that you are in control at all times and that it is not necessary nor acceptable for him to protect you when on lead. Go to the alpha boot camp website (just type in alpha boot camp in your web browser's search window, should take you right to it) and read it beginning to end. It has wonderful suggestions and ways to show your dog that you are alpha at all times. There is simply NOTHING like a GSD. They are incredible, highly intelligent dogs as you're learning. Give him a job. Have him wear a pack when you're walking. Make sure he's burning enough calories and get into that obedience class! You'll find a great deal of satisfaction when you compare your dog's learning ability to that of the other breeds LOL. It'll also be a wonderful bonding experience and he will learn quickly how to behave around strangers and other dogs.  You're doing great by stopping walking and not budging, but try just ignoring the other person. Put yourself in between your dog and them, don't make eye contact with them, don't change your body language or just as important your THINKING. Just think oh well there's somebody walking, biking or whatever and remove them from your mind, direct your attention elsewhere and keep your dog at heel.  Shepherds instinctively stay near their masters when walking., this is why he naturally stays at heel or near you. It's his job, in his mind to be close to you or to occasionally scout out in front of you to be sure there is no danger lurking waiting to grab you. Rarely have I seen shepherd's stay behind their owners when off lead. It just isn't natural for them.
