training older pom

Question
I have a 2 1/2 year old pomeranian that we never housed trained and he occasionally pees here and there in the house still. Is there a way to house train him still? Also, occasionally my little pom seems to have problems breathing out of nowhere and then it goes away in an instant. He chacks like he has something down his throat. Do dogs get hairballs too?

No-they do not get hairballs, he probably has a sensitive or collapsing trachea.  
At this age it will be hard for you to train him but not impossible.  Be persistant and don't scold him too sevearly, after all-up until now he has been allowed to.  You just need to keep reminding where the right place to go is.  You can also purchase a "belly band" for when he is inside just remember to take it off often so he doesn't get any sores.
