Do you need a permit or liscense to breed cats at all? If you do, how much will it cost to get one?

It depends on where you live.  There are some towns/counties/states that have no laws covering licensing of cats at all and other that have very onerous restrictions and/or costs for licenses for ownership and, especially, if the cats are not neutered or spayed.

as a starting point and read what they say.  Note that this refers to domestic cats only.  OIf you are looking at breeding more exotic varieties, than there are certainly stringent licensing laws and breeder permits in virtually every jurisdiction.
