I know there are some occasions where if you touch a newborn and the mother smells your scent on it she may abandon or kill it. That's why I was wondering when is it usually an ok time to actually touch newborn kittens. Do have to wait a certain amount of weeks?

This may occur in the wild, but if the mama is your cat and has bonded with you, you can touch the newborns as soon as they are born.

As to feral cats, all bets are off.  If you do not handle them within a week or so, they may become totally unhandleable.
