Hi Norman, I have two blue British shorthairs from two different breeders.  
One is about 3 and the one in question is about 16 months old.  The 3 year
old is fine, nice coat healthy etc. however the other has a thin coat and has
been scratching his neck area and has developed scabs because of the
scratching.  I have treated him by rubbing the area with hydrogen peroxide
and water soaked cotton balls which seems to be helping.  That lasts only a
couple days.  I haven't detected any flea's ...and they are indoor cats.  The cat
has some characteristics of a typical British shorthair but his face, behavior
and coat seem different.  
Should I contact his breeder?

Are they both neutered/spayed?  

Are the scabs on the throat or the back of the neck? If on the back of the neck, the 3 year old may be trying to breed the 16 month old?

If the scabs are on the front of the neck, there may be an allergic reaction, either to food or something in the environment.  If it is diet, it often takes a few weeks from changing the diet until the onset of an allergic reaction.  

If it is not obvious, it would not hurt to contact the breeder.  However, I would consider seeing your vet to see what may be going on.  Skin problems are such a pain.
