I am wondering why my cat cant meow he tries to but just cant can you help me with this problem

Cats have all different types of voices.  It may just be that your cat is very, very quiet.

If you think there is a problem (like a sore throat, and your cat is not eating properly and behaving listlessly), there may be an upper respiratory problem for which a visit to your vet would be in order.
