hair loss Maltese

My Maltese Chase has been losing his hair for almost a year now. He has also  developed dark spots on his skin, and at times his skin is red, he bites his paw a lot, it stays brown all the time from biting/itching. I have been taking him to the Vet for a bout a year now and his condition has gotten worse. The hair on his tail is almost completely gone and very very thin on the back area.Through blood test he was diagnosed with Hypoactive thyroid. Chase has been on Levothyroxine 0.2mg twice a day for the duration (one year) of this problem and it has not helped. His condition is really bad. He was recently tested for Cushings but the results were negative. What else can I do? I have spent a lot of money but no results. He takes fish oil (A1/N),and Thytrophin PMG to also help with hair loss. The difference in my household is last year I got new carpeting, could this be the problem. Any suggestions!!!!!!

Yes, let's fix this little boy up.
He needs to stay on his thyroid meds always.  They will adjust his pill after he has blood levels done.  So, don't miss any of his blood work appointments.
