Budgie - Blocked wet bum

Question
Hi, my 5yr old male budgie for the past month has been having quite wet pooh's but it's now started to get all clogged up in his feathers around his bum in a big ball of dried pooh hanging off his bum. He then tries to pluck and makes bleed. Every time i clean his bum it just starts to clump up again. What should i do? Is it an infection in his bowel or something? What could i treat it with?
