my dog just ate a small zip lock bag (the thin kind)  will he be able to
digest it?

Plastic is not digestable.   He may throw it up or it may pass.  You can try to feed him extra fiber to help push it through--try Kashi or Bran cereal or canned pumpkin.

Any signs of repeat vomiting & you should take him to the vet ASAP in case of intestinal blockage.
