my 3 wk old miniature pinscher  puppy is sucking on his sisters private part.is it bad for her should I separate them

Yes it is bad for her. They can get abscesses that way, as well as it swelling so much that she can't pass urine.

If you are bottle feeding these two you might want to increase the male's feedings by one more a day or even two. He could be hungry!
