I am new to fish keeping. Is the fish in the following picture a rainbow fish?

Few months ago, this fish popped up in my aquarium. I thought it was some nonsense fish that got mixed with the tetra I bought, as it was dull and blackish then. But now, it has added this blue metallic shine to it's body that amazes me. Talk about ugly duckling...huh?!!
I tried books and websites, but still could give a positive ID. Can you help me?

Yes indeed, that is a Dwarf Neon rainbowfish! (Melanotaenia Praecox) a truly beautiful fish originating from the island of New Guinea. These fish enjoy being in schools of half a dozen or more and have simple requirements. They do not reach their full beauty until maturity.
