My Green Spotted Pufferfish

I just bought 3 small green spotted puffer fish, They were and are now in brackish water. One of them is at the bottom of the tank laying on the gravel panting, he was also doing this in the pet store but the guy who sold it to me grabbed him instead of the other one, Can I help him or should I bring him back to the fish store?? You're probably best returning him.  It's hard to say why he's doing that, could be gill flukes or another parasite infection, could've been ammonia poisoning at the pet store, gill disease, injury, stress, just hard to say without other symptoms or knowing what's been going on since before you bought him.  If you have a separate tank, you can move him and keep an eye on him and see if he improves.
