I am currently 4 weeks into a fish in cycle.

all reading normal apart from ammonia. currently keeping up with water changes.

the problem i am having now is water has went so cloudy it looks like a white type of fungus which is sticking to glass filter etc. have tried to look this up but not having much luck, not sure what this white powdery substance is.

All fish are fine. other tank is going through a fishless cycle at moment with no problems

Hi Zoe
It's normal for the water to turn a white/grey color when cycling.  That's the beneficial bacteria starting to colonize.  It should clear up on it's own within about a week.  I've never heard it described as powdery though.  I'd suggest leaving it be for now, and seeing if it clears up in about a week.  If it doesn't, get back with me.
