Just wondering if the babies can manage for them self at 3-4 weeks with a mother by there side?

Answer
Generally yes, but keep an eye on them.  They begin to gain a lot of independence at that age, so they should be okay.  They will probably start sampling adult food soon, so they won't rely on mom as much for food.  If they don't seem to be eating either regular food or if mom isn't feeding them, then you may have to hand feed them for the next few weeks, about every four-six hours.
