Why my Indian ring neck parrot bites me?

I have an Indian ring neck parrot of 2 months old.It always wants to sit on my Shoulder.But don't allow to touch.If I try to touch the bird it bites me.But while I feed the bird I cannot bite my fingers.I cannot understand whether it loves me or not.

Indian Ringneck Parakeets, although lovely to look at and listen to (they can get huge vocabularies), are not terribly social birds.  They do not do a lot of mutual preening in the wild like other birds, and are therefore not terribly interested in us "scritching" them.  I'm sure he prefers to just sit on your shoulder and grace you with his company.  Of course, there are many cuddly Indian Ringnecks out there, but they are the exception, not the rule.
