not flying

Question
2white pigeons that cannot fly tho there is no apparent injury.  They are eating well , they walk well and they look as if they would really like to fly(looking up and and wings shivering). When bathed the water does not bead much and wings stay wet, have to dry them with a towel. They are both full grown large pigeons one with feathers on its feet.
