A horse can get pregnant as early as 2 years old (if not younger).....that is why it is important to separate young horses if you don't want surprise babies.
As for a mature mare, they can breed back as early as a week to two after foaling. They have what is called a 'foal heat' when the foal is very young. Some people do breed back that early, others wait another cycle or even a full year before breeding back.
