AnswerNetting across the top can interfere with basking, so you usually want to rig it so the netting is about a foot higher than the top of the basking site. You can also try a wall or fence around the pond- but don't forget that turtles climb well.
Also- make sure they are getting out. Smaller ponds are easy for a lot of predators to get the turtles out of.
