Question
QUESTION: I have a California Desert Tortoise that was given to me from a friend of my who has had a breading pair for the past 50 years. This is the parents of the one I have now. He is about 3 years old. I need to know what I need to do to be compliant with state laws. So as to continue owning him.

ANSWER: Hi Flavio,

This link will tell you what you need to do:  http://tortoise.org/general/permit.html.  If you have any questions, the best thing to do would be to contact your local CTTC chapter, since they do CDT adoptions and are very familiar with the permit process.

QUESTION: I have a question regarding my tortoises penis. It seems to be hanging out very far and it is not retracting, it seems to be red and inflamed. Is this normal? If not what do I need to do? Thank you

Answer
Hi Flavio,

Flashing is normal, but if the penis doesn't retract and remains outside the body for a prolonged period of time (prolapses), it becomes a medical issue.  The penis can become infected and eventually necrotic due to dirt, bacteria, and irritation.  You should take your tortoise to a good herp vet as soon as you can.  Generally the procedure is to help the penis retract, and then stitch it in until the prolapse heals.  If the tortoise repeatedly prolapses, amputation may be necessary, but at this point don't worry about that and just get him to the vet for treatment.  Good luck!
