I have a juvenile bearded dragon and I have noticed that lately he has been resting allot and being very lazy. He is eating and pooping just fine but he seems to be sleeping all day. Is it normal for a young beadier to be so lethargic?

 This is the time of year that adults slow down and prepare to brumate, a sort of semi-hibernation.  Normally, juveniles are still actively eating as they are still growing, however in the past few years it has been noticed that adults are starting to brumate as early as August and that older juveniles are slowing down as well.  If your juvenile is around a year old, he's part of the "branch potatoes" that have been noticed, if nearer to 6 months, I would encourage him to stay awake, also take a fecal sample to the vet just to make sure natural gut parasite levels are not high, as that could cause lethargy in later stages.
