Why does my French lop have a big saggy double chin?

The flap of skin you describe is called the dewlap, and it's a characteristic of the breed.  Many other breeds get a dewlap, though in many rabbits it's the female who's more likely to develop the cute "chin pillow".

It's normal, and no cause for concern.
