Question
My neutered male bunny (dwarf) has begun spraying the wall and floor when I let him run. He has a litter box. This is new. What can I do.

Has anything in his environment changed?  Has a new person or pet come into the household?  Anything that might make the bunny feel insecure about his place in the family can cause this behavior, and it should subside once he gets used to the changes and settles down again.

You don't mention how old he is.  But another possibility is that--if he's fairly young (a year or so) that he has a cryptorchid (undescended testicle) that was not removed when he was neutered.  Once a bunny with a cryptorchid reaches sexual maturity, he may start to exhibit all the objectionable behaviors you'd expect to see in an intact male.
