Our pet rat scratchy is a un-neutered male about 6 months old and we have noticed occasionaly that he has dried blood around his nose. At first we thought had scratched it on something, but with it happening about 3 more times since, we are starting to worry a little. He shares his cage with his timid brother, who appears fine.We bought our rats from our local pet shop. They are kept in a large wire cage. we use newspaper to line they're cage and shredded paper as bedding. With a shoe box for a house.
They are fed hamster food, once a day if they're bowl is empty, with little treats when they are out.They usually come out twice a day to run around and play with the children. -which they love.

It's not blood, its porphyin, which is rattie mucus.. probably due to a mirage of things, mostly what I've addressed here. Your bedding is not appropriate, you need to get him off of newspaper unless you're positive, for a fact, that the ink used in the newspaper is SOY based. Otherwise, put him on a recycled newspaper bedding such as Carefresh or Cell Sorb, or aspen. NO pine, NO cedar -- the essential oils will cause respiratory failure.  

Hamster food is not rat food, its hamster food. You need to find an appropriate rat diet, such as a lab-block base mixed with a whole grain diet - preferably handmixed, but if you have to choose a store bought diet, pick a diet with very little dried corn or alfalfa. Rats can't even digest alfalfa, so its a filler, and any time you see it on an ingredient label its just a waste of money. Also, rats should be free fed, meaning a full dish of food available to them at all times -- and I think you'll find they'll eat a little more heartily when you have them on a diet more appropriate to rats.
