From the tip to quarter of the tail has been cut off but the nerve is still there. It bleed moderated .  I called five vet hospitals (Sunday) and they do not do rats. How do I take care of it and will it be okay?

 If the bleeding has stopped it will probably be all right.  You can put a bit of cornstarch or styptic powder on it to help keep bleeding under control, but don't bandage it.  Change his bedding to towels or something soft that won't get little pieces stuck in the wound and keep his cage very clean so it won't get infected.  You can put a bit of Neosporin on it if you like.

 It really sucks that none of the vets will even LOOK at your rat.  It would be nice to get some pain medication and also an antibiotic to help ward off infection while the wound heals.  You can give him Ibuprofen for pain and swelling at a dose of 0.03mg / g of the rat's weight, Children's Motrin works well.  It can be given every four hours.  The end of the tail will likely dry up and fall off on its own, just keep an eye on it and keep him from knocking it onto anything (you'll probably want to take out the toys and levels in his cage so he doesn't get too active) and he should be just fine.
