Strange parakeet behavior and appearance

Hello. I wanted to ask a question about my parakeet- he seems to be acting strange and looks a bit...off. He's around two years old, we believe, and he starting acting weird about a month or so ago. His name is Cloudy, by the way. In that month, he's not able to get up on the pegs and branches of the cage. He's always hanging out on the bottom, and my grandmother says he's not able to hold onto  the branch for very long. HIs chest looks swollen, or at least really puffy, and he's drinking alot of water.
There aren't any vets in the area that check budgies, or so my grandmother tells me. What do you think I could do to help Cloudy?

Sorry but he needs to see a vet. I am not a vet but is sounds likes possible diabetes or a thyroid problem again I am NOT a vet and could not begin to instuct you what to do. Keep him warm and move food and water close to where he is sitting and if you can't take him to a vet there isn't much you can do. I drive close to 2 hours to take my birds to the vet they deserve proper medical care too.
